Different from refactor, but perhaps a mix of all of the plans. For example, the need is to add a new feature, but clearly the BBoM is a house of cards and fragile. New business conditions and technologies make what was done years ago obsolete and it doesn't make technical or financial sense for any one approach to be the right choice and perhaps redoing components piecemeal to achive the goal. In time, you have hopefully replaced your BBoM (with a new one?) with something better while keeping the market demands met. Perhaps this is part of Plan D, but maybe a Plan E = evolve.
